The Resurrection Peace does not wait for fear to leave. Fear leaves when peace enters. The first word that comes from Jesus is not correction, but comfort. Jesus arrives and says 'Peace' and shows them His hands and side. There's a difference between what Jesus does for the disciples and what He does for Thomas.
Peace is not provided by the absence of wounds, but peace is authenticated by the presence of the wounded Christ. Jesus breathes on them and says receive the Holy Spirit. Peace penetrates fear. Mercy mends the doubt. Faith confesses Christ.
